Proposed new development
Travellers arrived last night and are camped on the vacant site on Knights Hill at the corner with Chapel Road. The police and Cllr Sonia Winifred visited today. The traveller say they are staying for a few days over the bank holiday weekend.
The police will monitor the site over the weekend but there are “no aggravating factors’ requiring immediate action. They will also try to contact the owners of the land. It is believed the land is owned by a cash & carry business in Tooting.

The owners of NMC House in Chapel Road SE27 0TP have applied for outline planning permission to demolish the 2 storey building, & warehouses at the back, and to build a new L- shaped block of 40 homes. The plans at this stage include an underground car park with 29 spaces , 28 one-bedroom flats and 12 three bedroom flats. It is not clear how high the new block would be. The new block would extend around the back of the 4 storey Weaver House in Chapel Road to Weaver Walk.

Cllr. Jackie Meldrum in Norwood High Street
Following the rebuild of Ernest Avenue (in front of West Norwood bus garage) and the new pavements around St Lukes church – work on resurfacing Norwood High Street, by contractors CVU, is planned between Friday 14th February and Friday 28th February.
Norwood High Street lies between Robson Road and Chapel Road and is part of the one-way system around St Lukes church – so there will be a series of traffic and bus diversions to allow the road resurfacing works to be done.

Knights Hill eco-camp
A small tented camp has set up on the vacant site at the corner of Chapel Road & Knights Hill.
This land is privately owned and has remained vacant after the council turned down developers’ plans for a cash carry and function suite. Apparently the owner has spoken to the campers and is not pursuing eviction for the time being. The local police have also met the campers but as they are not committing a criminal offence the police cannot take any direct action. It is up to the owner to use the courts to evict the campers.
There are concerns about the rubbish and fires on the site and the council is responding to complaints from neighbours. Although the council does not own the land, under the Environmental Protection Act 1990, it does have powers to act on environmental problems such as rubbish, noise, smoke & human waste. The process involves the council issuing an enforcement notice on the owner who will then be given a couple of weeks to take action. If necessary the notice can then be followed up with a fixed penalty fine.
The campers say they intend to clear up much of the rubbish that has accumulated over the years and create a garden on the site.
